Apple requires a DUNS number, a website, and a $99 charge. They will normally need to speak with someone on the phone before approving you and it may take a couple of days. Once accepted you will be able to add my team to the account.
Google: https://play.google.com/console/about/build-a-high-quality-app-or-game/
Google requires a one-time $25 registration fee and may require identity verification but the account is normally set-up instantly. Use an email address that is allowed to be public for this one. Once accepted you will be able to add my team to the account.
